Public Works Director
The City of High Springs is seeking a dedicated, experienced, and community-focused leader to serve as Public Works Director. This is responsible executive-level work directing and managing a wide range of public works operations including streets, water and wastewater utilities, facilities, grounds, fleet, cemeteries, and infrastructure maintenance and construction programs.
Position Overview
The Public Works Director reports directly to the City Manager and oversees the daily operations, planning, budgeting, and administrative management of the Public Works Department and all related divisions. The ideal candidate will demonstrate strong leadership, operational expertise, financial stewardship, and a commitment to public service.
Key Responsibilities
- Direct and supervise all day-to-day Public Works operations and personnel
- Plan, assign, and evaluate departmental work across all divisions
- Develop, manage, and amend departmental and division budgets
- Monitor and approve purchase orders, payroll, and departmental expenditures
- Oversee field operations including street, water, and sewer repair and maintenance
- Serve as emergency on-call director and respond to community needs
- Address citizen concerns, customer service inquiries, and departmental complaints
- Coordinate inter-departmental support with Fire, Police, and Parks & Recreation
- Prepare and present reports, long-range plans, cost estimates, and technical documents
Minimum Qualifications
- High School Diploma or equivalent required
- 4 to 6 years of experience in public works, including at least 3 years in a responsible supervisory role
- Knowledge of modern public works methods, infrastructure systems, and construction practices
- Ability to lead teams, resolve operational challenges, and make sound decisions
Preferred Skills & Abilities
- Strong organizational, communication, and personnel management skills
- Experience in municipal infrastructure, utilities, and public works administration
- Ability to prepare technical reports, cost analyses, and long-range strategic plans
- Ability to build and maintain effective working relationships with staff, elected officials, and the public
Physical & Work Environment
This position primarily involves light work in office and field settings, requiring mobility, communication, mental acuity, and the ability to occasionally exert up to 20 pounds of force.
Salary & Benefits
- Starting Salary: $73,918 – $79,000 annually (DOQ/Experience)
