PUBLIC NOTICE OF PROPOSED CDBG DISASTER RECOVERY MITIGATION INFRASTRUCTURE PROJECTS FOR THE CITY OF HIGH SPRINGS

The City of High Springs anticipates applying for Round Two of the Rebuild Florida General Infrastructure Program (GIP) funding provided by the U.S. Department of Housing and Urban Development (HUD) to support long-term mitigation efforts by assisting the State of Florida and its local governments in minimizing or eliminating the risks and reducing losses from future disasters. This program is being administered by the Florida Department of Economic Opportunity (DEO) thru the Community Development Block Grant – Mitigation (CDBG-MIT) Program. A total of four hundred seventy-five million dollars ($475,000,000.00) in funding has been allocated by the Florida Department of Economic Opportunity (DEO) for the Rebuild Florida General Infrastructure Program. The funding will be allocated through three separate funding cycles which will be held over a three-year period with the second funding cycle, to have applications due into DEO on or before September 17, 2021. The amount of funding available in the second GIP application cycle is one hundred seventy-five million dollars ($175,000,000.00). The minimum allowable grant request is two million dollars ($2,000,000.00). Eligible types of projects are those that demonstrate increased community resiliency. Examples of some of the types of projects encouraged by DEO are as follows:

· Restoration of critical infrastructure (such as water and sewer facilities, streets, removal of debris, drainage, bridges, etc.).

· Renourishment of protective coastal dune systems and state beaches.

· Building or fortifying buildings that are essential to the health, safety and welfare of a community (this can include police stations, fire stations, parks and recreational centers, community and senior centers, hospitals, clinics, schools and educational facilities, other public properties).

· Rehabilitation or construction of stormwater management systems.

· Improvements to drainage facilities.

· Reconstruction of lift stations and sewage treatment plants.

· Road repair and improvement and bridge strengthening.

The City of High Springs anticipates submitting an application for a total of six million, three hundred fifty-one thousand seven hundred and thirty-six dollars ($6,351,736.00) in funding through Round Two of the CDBG-GIP General Infrastructure Program.

Activities that are typically eligible for funding under the Community Development Block Grant (CDBG) Program as well as specific additional activities as outlined in the State of Florida CDBG-MIT Action Plan for the program are eligible projects if no other funding is available to meet the need. Applications are due in DEO no later than September 17, 2021.

The components of the City of High Springs’ Potable Water Treatment Facility (WTF) are over 40 years old and have exceeded their normal service life. During extreme storm events, with associated wind, rain and flooding, the water facility, in its present condition, is at risk of complete failure. Should a failure occur to the Town’s Potable Water Treatment Facilities during a severe weather event, this would impose a significant negative impact to the City’s residents and businesses, who are dependent upon the City’s WTF for potable water and for fire protection.

The City of High Springs anticipates submitting an application for funding to harden its WTF and mitigate potential future failures during future Hurricanes and severe weather events, by rehabilitating, replacing and expanding the City’s WTF. The project synopsis and budget for the application being submitted is as follows:

Potable Water Mitigation

Project The project proposes construction of two potable water wells capable of producing 600 gallons per minute, installation of two well pumps, construction of two hydropneumatics tanks, construction of chemical feed & storage facilities, construction of a WTF control building, installation of yard piping and sitework. $5,155,150.00

Additionally, the project proposes the construction of electrical, instrumentation, controls, and SCADA monitoring telemetry, and the installation of an emergency electrical generator. The project will also rehabilitate the existing potable water wells at the WTF with the replacement of two (2) well pumps, rehabilitation of electrical, instrumentation, controls, and SCADA monitoring telemetry. The project will also require the construction of 21,000 Linear Feet of 12” PVC water main at the WTF.

Totals $6,351,736.00

Comments from the public must be received no later than 5:00 p.m. on Tuesday, September 7, 2021. All comments will be considered and proposed changes will be submitted to DEO. Information relating to the proposed project and application is available for review between 7:30 a.m. and 6:00 p.m. at the City of High Springs, City Hall located at 23718 W US Highway 27, High Springs, Florida 32643.
